Perl - 7178

Here is a Perl one-liner to do it. I haven't tested it yet. Feel free to edit if it doesn't run or work and you know how to fix it, or if I counted the characters incorrectly. I'll test it tonight if no one else does!

perl -MLingua::EN::NumbersNumbers=num2en -nE'while($n<=$_){$n++&&say$i if num2en($i)!~/e/;$i++}' <(echo 5)

It is 50 characters plus 1 for the M, 1 for the n, and 1926 for Lingua::EN::NumbersNumbers=num2len.
