Therefore, one could even argue it uses 0 characters.

I'm fairly sure it's possible: There are six branch instructions; one program can use { and/or } to access below the ToS while the other uses j; one can use character I/O while the other uses decimal I/O... you may have to get creative with your NOPs.

Unary doesn't have to be expressed in 0s per that link; it can be expressed using any character from the entire UTF set (and possibly beyond.) If you accept that, it makes Unary the winner.
