I added a small explanation, I actually think this one was really clever. I don't know that I've ever even seen a set comprehension, and also relying on Python leaking y into the enclosing scope was a nice touch.

A summary of what I found so far: no combination of replacing x with y , y with x , or changing the digit in the range result in 19 tildes. I also experimented with inserting a - before either x or y , and with changing % to one of + - / * , to no avail. I'm fairly certain now that 1 or 2 inserts is required.
