You could just use Graphics@Circle@##& , or shorter yet, Graphics@*Circle .

@GregMartin "...or any other formula that will plot a circle according to the given parameters". Do you thing you you have a shortest solution? I don't think that Circle[] is acceptable, so this is the shortest way.
