The last test case still has 8 elements. I think the intended output is to print the neighbors at relative positions [-1, -1], [-1, 0], [-1, 1], [0, -1], [0, 1], [1, -1], [1, 0], [1, 1]

@Adám fix the above and shorten it: {,(⍺⊥⍺|(⍺⊤⍵)-⊢)¨1-⍳3 3} , I'm not sure if you should also remove the middle element: {4⌽1↓4⌽ ...}
