You can replace while i*10<10**len(x or y)or str(i)in x+y with while i<10**~-len(x or y)or str(i)in x+y (72 bytes)

Save a byte with i as a default function parameter: def f(x,y,i=1):. I think you can save another byte with while10*i but I'm not sure.
